What PPP establishes
A PPP application tests whether the principle of a house on the site is acceptable, subject to its terms and conditions. It doesn't need detailed design drawings. A location plan, a site plan, an indicative layout and a supporting statement are usually enough, which makes PPP a relatively low-cost way to reduce the risk on a plot before committing to full design fees.
PPP is a well-established route in Scotland. The detail is approved later through an application for approval of matters specified in conditions, often shortened to AMSC.
PPP may establish that the principle of development is acceptable, subject to its terms and conditions. It doesn't guarantee that a particular design, access arrangement, drainage solution or foundation strategy will be approved or affordable, and each council applies its own adopted local policies.
PPP or a full application?
| Use PPP when | Use a full application when |
|---|---|
| You're buying a plot without planning permission | You already have a well-developed design |
| You want to test the principle before paying for full design | You are seeking a new full permission for a developed scheme |
| The site is sensitive and you need early certainty | The site is straightforward and the risk is low |
| You want to add value to a plot before selling | An earlier permission has lapsed |

After PPP: approval of matters specified in conditions
Once PPP is granted, you apply for approval of the matters reserved by its conditions, typically design and materials, landscaping, access and drainage. This application needs full design drawings, so it's where detailed design work begins.
| Stage | Typical timescale |
|---|---|
| Pre-application advice (recommended) | 4–8 weeks |
| PPP, submission to decision | 2–4 months |
| Approval of matters specified in conditions | 6–10 weeks |
| Time limit | Work must usually start within 5 years of the PPP being granted, unless the conditions set a different period |
If you're buying a plot on the strength of an existing PPP, check when it was granted and what time limits its conditions set. If the period for starting work passes, the permission lapses and you may need to start again. Permissions granted before 1 October 2022 may follow older rules, so check the decision notice.

Questions
How long does Planning Permission in Principle last?
For a PPP granted since 1 October 2022, development must usually begin within five years of the permission, or it lapses. The council can set a different period, or a deadline for applying for approval of matters, in the conditions. Older permissions follow earlier rules, so always check the decision notice.
Can I build with only PPP?
No. PPP confirms the principle of a house. You still need approval of the matters specified in conditions, and a Building Warrant, before work starts.
